Balfour, Arthur James (First Earl of Balfour)
(1848-1930) Head of the British Foreign Office, a former prime minister (1902-06) and native Scot. Abba Evan called the Balfour Declaration of 1917, which opened the way for the creation of Israel, "the authentic turning-point in Jewish political history."
